Overview of the Job:

As a nonprofit organization, we are dedicated to the elimination of animal suffering and have been committed to serving the needs of the people and animals in New Orleans and across the region for more than 130 years.  This key role is responsible for investigating complaints of neglect/cruelty to animals. The role enforces Orleans Parish municipal ordinances by issuing citations and providing courtroom evidence and testimony. The HLE officer also humanely captures stray and sick/injured companion animals. All HLE Officers are advocates for promoting the LA/SPCA's programs, services and mission and educating the public on how to be responsible and humane pet owners.


Success Criteria & Essential Skills:

  • Personal integrity is essential for this role as the job incumbent will model the organization's values and mission during the investigation of cruelty complaints and humane law call outs and investigations of complaints of cruelty and/or neglect of animals;
  • Excellent written and report writing skills to initiate and maintain accurate animal intake and inventory, investigation reports, case files (reports, pictures, sketches etc.), citations and courtroom testimony;
  • Self-confident, the incumbent will demonstrates patience and composure in difficult and sometimes stressful situations such as conducting dangerous dogs follow-up calls, animal inspections,  and the issue of citations;
  • Excellent customer service skills this role maintains a professional and friendly demeanor at all times;
  • Outstanding clarity of communication required to promote the mission of the LA/SPCA and regularly represents the organization relating to humane law issues; present evidence during court trials related to cruelty and courtroom testimony;  This position also perform dispatch duties, answering telephones and keeping in contact with other officers; 
  • This role champions team success and works closely with law enforcement and city agencies;
  • Excellent presentation skills for representing LA/SPCA and New Orleans Humane Law & Rescue as well as educating the public on humane pet ownership;
  • Remain current on local and state laws and enforce and issue citations for violation of local animal ordinances;• Set and retrieve humane animal traps for situations requiring such equipment.
  • This position is considered "Essential" in emergencies and/or weather-related situations.

Education:

  • Must have a high school diploma or G.E.D.

Minimum Qualifications, skills, knowledge, and Experience:

  • Must be able to pass a criminal background check and pre-employment substance screening.
  • Must have a valid driver's license, a clean driving record, and be over 25 years old.
  • Excellent organizational skills.
  • Proficient in data entry and  Microsoft Office
  • Ability to exercise caution in situations.
  • Ability to work weekends and holidays and maintains a 24 hr. on-call status


Physical Requirements:

  • Should not be allergic to animals or nut products; must be able to work around all animals
  • Must be able to work with industrial strength cleaners and disinfectants.
  • Must be able to lift at least 50 pounds; push and pull heavy objects; bend, twist, reach; perform strenuous physical activities including frequent walking and running, standing, bending and stooping, and crawling


Working Conditions:

  • Potentially subject to animal bites and scratches.
  • Works in an area with high noise levels
  • Works in extreme weather conditions
  • May at times encounter individuals who may be defensive, or argumentative
  • Subject to working with aggressive animals
  • Works in, near, and under dilapidated homes and property (including overgrown lots and wooded areas)
  • Frequently crawls under structures
