Summary of Job:
Performs investigations into complaints of neglect/cruelty to animals and enforces Orleans Parish municipal ordinances by issuing citations and giving courtroom testimony. The HLE officer humanely captures stray and sick/injured domestic animals, livestock, and wildlife. Educates the public to be humane pet owners, and promotes and supports the LA/SPCA's programs and mission.

Essential Functions:
• Current on state and local laws.
• Investigate complaints of cruelty and/or neglect of animals.
• Remain current on local and state laws
• Enforce and issue citations for violation of local animal ordinances. Will testify in municipal, civil, and criminal court systems.
• Work with other law enforcement agencies and government departments.
• Heavy lifting and the use of animal capture equipment.
• Prepare written inventory records on each animal entering the shelter.
• Prepare accurate and neat reports of all daily activity including, but not limited to daily route reports, field reports, animal violation reports, facility inspections and bite case reports.
• Set and retrieve humane animal traps for situations requiring such equipment.
• Rescue animals in distress.
• Perform duties in all types of weather conditions and environments
• Perform dispatch duties
• Inform and update HLE Field Supervisor of all out of the ordinary animal control activities that may result in public relation issues or out of the ordinary cases handled
• Maintain a professional and friendly demeanor and provide good customer service.

Education and/or Experience:
• Must have a high school diploma or G.E.D.
• Minimum of 1 year of professional animal handling experience

Essential Organization Functions:
• Uphold and promote the LA/SPCA mission statement.
• Interact with the public in a professional manner at all times.
• Treat all animals humanely, properly, and with compassion at all times, regardless of the situation or circumstance and promoting a humane and caring attitude toward all animals.
• Educates public on humane pet care.
• Promote programs offered to the public by the LA/SPCA including adoptions, low cost spay/neuter, and special events.
• Maintain confidentiality regarding all cases, personnel information and LA/SPCA information
• Become certified in euthanasia and perform euthanasia as scheduled.
• Position is considered "Essential" in emergencies and/or disaster situations.
• Perform all other duties as necessary and required.
• Work courteously and cooperatively with other staff members and volunteers.

Minimum Qualifications (or skills and knowledge):
• Must be able to pass a criminal background check and pre-employment physical and substance screening
• Must have a valid driver's license, a clean driving record, and be at least 23 years old
• Team-focused attitude.
• Excellent written and oral communication skills.
• Excellent organizational skills.
• Computer skills
• Ability to exercise caution in situations.

Physical Requirements:
• Should not be allergic to animals; must be able to work around all animals
• Must be able to work with industrial strength cleaners and disinfectants.
• Must be able to lift at least 50 pounds; push and pull heavy objects; bend, twist, reach; perform strenuous physical activities including frequent walking and running, standing, bending and stooping, and crawling
• Mental and physical flexibility is a must.

Working Environment (or Working Conditions):
• Potentially subject to animal bites and scratches.
• Works in an area with a high noise level.
• Subject to working with hostile individuals
• Subject to working with aggressive animals
• Works in, near, and under dilapidated homes and property (including overgrown lots and wooded areas)
• Frequently crawls under structures
• Ability to work weekends and holidays and maintains a 24 hr. on call status.
