This role is responsible for ensuring that all clients are treated professionally and efficiently when contacting the organization in person or by telephone. This diverse role includes educating the public regarding humane pet ownership, humane law and regulations, and the overall services of the LA SPCA. The role manages the intake of all stray and owner surrendered animals into our care and oversees the lost and found animal process to successfully reunite animals with their owners. The Humane Law representative works closely with Humane Law Officers and responds to all calls from the public regarding animal protection and control, and is responsible for assigning response actions and call data to the Officers on-duty, as well as maintaining contact with the Officers in the field. 

Essential Skills & Functions:   

  • Exceptional customer service skills are required to handle different interactions with clients, including counseling on services, programs, fees, and available resources; Responds to telephone calls and emails regarding animal rescue, public safety and the enforcement of animal ordinances;
  • Great communication and empathy skills are required when guiding owners on reaching the most fitting decision concerning their animal, whether it be redemption, request for euthanasia, or relinquishment;
  • Organized and methodical, the job incumbent will be knowledgeable and aware of all basic humane law enforcement procedures including the redemption process, responsible animal ownership, issuing of intact permits, animal rescue, public safety and the enforcement of animal ordinances;
  • Provide available resources to pet owners who are looking for their pet. Complete daily lost and found room checks and maintain consistent contact with shelter animals for easy identification when trying to match a lost animal with their potential owner; Contact pet owners about owned, lost, and found animals and with information and updates regarding their animal;
  • Ensure that all paperwork is organized, up to date, and located in the correct area;
  • Accuracy and attention to detail required when entering information into the computer system for e.g. documenting animal behavior or noticeable medical conditions during intake process; Maintaining accurate logs, reports, and statistics of daily activity which will include input to the data base and update call information;
  • Works with a sense of priority when assigning and dispatching calls to Humane Law Enforcement Officers (HLEO). Monitors HLEO safety while in the field; Assigns follow-up calls to HLEOs;
  • Handles all animals humanely, properly, and with compassion at all times, regardless of the situation or circumstances;
  • Attends all training and animal handling classes scheduled;
  • Maintains the shelter food pantry;
  • Values working as a team and in a collaborative work style as the role assists other staff members and volunteers; Will reach out to vet clinics, other animal organizations, and microchip companies on a daily basis;
  • Responsible for the general appearance and upkeep of the interior and exterior lobby and public areas;
  • Maintains confidentiality regarding all cases and LA/SPCA information; 

Education, Skills & Experience:

  • High school diploma or G.E.D. required.
  • Bachelor's degree or some college preferred 

Minimum Qualifications (or skills and knowledge):

  • Ability to multi task is required.
  • Must be able to pass a criminal background check, pre-employment physical and substance screening
  • Skilled in Microsoft Office (Word, Excel).
  • Expected to work extended hours as needed.
  • Ability to work weekends and holidays and maintain a 24 hr. on call status. 

Physical Requirements:

  • Must be able to lift at least 50 pounds; push and pull heavy objects; bend, twist, reach; perform strenuous physical activities including frequent walking and running, standing, bending and stooping. 
  • Must be capable to work around all animals, and have no animal allergies.
  • Must be able to work with industrial strength cleaners and disinfectants.
  • Should not be allergic to nuts. 

Working Environment (or Working Conditions): 

  • Works in an area with a high noise level. 
  • Potentially subject to animal bites and scratches.
